Iraq war `not endless`: Bush

Filed Under Politics | Posted By Jennifer Sullivan | Leave a Comment

President George W Bush has stated that he would suspend US troop withdrawals from Iraq this summer and tried to assure a weary public that the war, to be passed to his successor in January, was “not endless.”

Bush also cut down the length of tours of duty to one year from 15 months for troops positioning to Iraq and Afghanistan beginning on Aug. 1 to alleviate strains on the military.

He approved a recommendation by his commander in Iraq, Gen. David Petraeus, to complete a withdrawal in July of about 20,000 extra combat forces deployed in the last year but then impose a 45-day freeze on the left 140,000 troops to assess the security situation before taking into account more cuts.

US President George W. Bush left on Monday for his farewell NATO summit and a final heads-of-state conference with Russia`s Vladimir Putin as he tries to retrieve a foreign policy legacy torn by the Iraq war.

Seeking to reassert himself in the twilight of his term, Bush will force NATO to send more troops in Afghanistan, try to maintain thrust in the eastward expansion of alliance and to ease damage with Russia.

But with Bush could have a hard time in influencing world leaders at this week`s Bucharest summit as he is not very popular.

Lame-duck status will not be Bush`s only impediment. The indecisive 5-year-old Iraq war has damaged America`s credibility with kiths and kins, alike.

He will also be followed by a financial crisis at home that has roiled global markets and fileed criticism of his economic record, once seen as a brilliant spot of his legacy.

REASSURANCE FOR UKRAINE

Bush`s first stop will be Ukraine, where he will try to assure Kiev`s reform-minded government over its ambitions for NATO membership but offer no guarantees.

Another concern is NATO`s role in the war in Afghanistan, which has led to transatlantic allegations.

Bush wants a greater assurance from NATO partners hesitant to send troops to areas of heavy combat in opposition to a resurgent Taliban. A French offer of additional forces has helped to ease the dispute but it remains unsettled.

Bush`s national security adviser, Stephen Hadley, said it was “pretty clear” the NATO summit would produce a strong declaration about Afghanistan.

Bush will share the spotlight with Putin, an extraordinary guest of the Western alliance. How the two leaders interact may signal the improvement or deterioration of the West`s relations with Russia.

The visit to Putin`s Black Sea villa in Sochi is focused at using their personal chemistry to mend relations tensed over missile defense, Kosovo independence and NATO expansion.

“This is a complicated relationship,” Hadley said. There were areas in which the two sides agree but also “areas where we disagree and we`re trying to deal with those discrepancies.”
